1. HES Engineer

Responsible for planning, implementing and coordinating company's HSE programs at sites/FPU. The main duty is to ensure that company is in compliance and adheres to HSE guidelines/regulations to achieve incident and injury free operations.

This role is also to provide expert technical consultation to ORF workforce, operation teams and leadership on a wide range of personnel/occupational safety issues spanning the operations, maintenance, logistic operations, and on site construction, installation, commissioning of a project. Typical responsibilities include coordinating the implementation and sustainability of the managing control of work including the associated procedures/standard on HSE matters such as operation and maintenance activities, Confined Space Entry, Hot Work, Isolation of Hazardous Energy, Breaking Containment, Lifting and Rigging, Permit to Work, Work at Height, Hazard Analysis, CHESM, etc

General Accountabilities and Responsibilities:

  • Administer and implement occupational and process safety policies and programs for ORF operations
  • Analyze and interpret HSE data, identify and propose to correct deficiencies in organization’s management systems that impact workforce HSE performance
  • Advise and lead workforces on various HSE promotional related topics
  • Prepare and coordinate educational HSE lesson learned/sessions on a regular basis
  • Work with relevant departments/teams for operation workforce HSE and site specific on-boarding process before they enter company premises
  • Identify HSE process bottlenecks and offer timely solutions
  • Check if all the workforces are acting in adherence with HSE rules and regulations
  • Provide basic HSE coaching and compliance guidance on HSE company policies, regulations and laws within specialty area of workforce safety
  • Provide Support SIMOPS activities including site/field activities that occur between Contractors, ORF Operations, and Maintenance on site.
  • Maintain and analyze Operation HSE statistics
  • Administer and maintain Operation specific HSE documents (bridging document, HSE plan, SIMOPS, etc.) as per Operations requirements
  • Participate in investigation of incident or nonconformance on site and follow-up the investigations and monitor the recommendations closeout.
  • Prepare periodic analysis of accidents / incidents on the Project Exploration and Development.
  • Provide support to ensure the development, implementation, and monitoring of HSE Plan on site
  • Provide support in development and assurance the implementation of HSE training program on site
  • Provide support and advise to project/operation/exploration/drilling team on HSE aspects
  • Ensure on the implementation of OSHAS 18001 and ISO 45001 Management System on site
  • Participate in Emergency Management Team on site
  • Provide support in development of Company HSES 4 Year plan on HSE on specific site.

Metrics/ Incidents:

  • Track Operations HSE metrics/KPI
  • Ensure on site incidents are reported, investigated, lessons learned communicated and RCA action items are addressed and closed timely

Environmental/ Waste Management: 

  • Ensure plans are in place to address all waste streams
  • Coordinate development of waste management plans
  • Ensure CTR waste plans are in compliance with Government regulations and company standards

Safety Responsibilities: 

HSE in all duties and activities/compliance enforcement with general HSE rules. Comply with requirements of the Safety, Health and Environmental laws of Indonesia and all company relevant HSE policies, standard, and guidelines.

Qualifications & Experiences: 

  • Bachelor degree in Engineering or relevant degree
  • Minimum 8 years of experience in the Oil & Gas Industry in both onshore and/or offshore facilities
  • Certification: Pengawas/Pelaksana K3 MIGAS (Advanced/Basic Occupational and Safety – MIGAS) or similar
  • Professional Skill: Safety Prevention & Protection, Safety Management System, HSE Audit, and Regulation Requirement
  • Training & Courses: Fundamental Safe Work Practices/HSE Control of Work; HAZID; HAZOPs; HSE MS; HSE Auditing
  • Language: Fluent in English and Bahasa Indonesia

Required Competencies:

  • Technical Competencies: Broad knowledge of HSE Management System and Risk Management in the upstream business, i.e. fundamental safe work practices, SIMOPS, HSE audits/inspection, fundamental process safety practices, and other relevant safe operations practices

2. HSE Reporting Specialist

To coordinate implementation of environment monitoring program, waste management, energy efficiency management and environment reporting in order to ensure compliance with regulation, Company requirements and policies and other requirements


General Accountabilities and Responsibilities:

  • Coordinate data collection in the development of Company Environment 4 Years Plan
  • Provide technical support in development of HSES Annual Plan and Work & Budget on Environment aspect
  • Coordinate plan, implementation, and monitoring of Environment parameters as required by government and other requirements
  • Consolidate data for periodic Environment performance report to company HQ and government as required by regulation
  • As company representative in performing site assessment & discussion with Authorities in regard to Environmental issues
  • Facilitate in obtaining environment permits by developing dossier and technical presentation to authorities
  • Assess compliance status to Environment regulation and Company requirements and policies by developing and maintaining evaluation of compliance
  • Establish & monitor required contracts related to  environment monitoring and waste management
  • Prepare audit plan and perform environment audit/assessment to site operation and Contractor to measure the environment Performance
  • Provide advice to project/operation/exploration/drilling team in regards to Environmental issues
  • Member of task force in Company Energy Efficiency Program
  • Consolidate and analyze environment data as required by stakeholder (government, partner, Certification body) & HQ
  • Monitor the implementation of ISO 14001 Management System
  • Participate in investigation of non-conformances/incident
  • Act as Environment Unit Leader as part of Emergency Management Response Team
  • Comply with HSE regulation, HSE Policy and other applicable requirements during performing day today activities

Qualifications & Experiences:

  • Education: Relevant Degree (preferably in Engineering Degree)
  • Minimum 5 years of experience in HSE (preferably in Oil & Gas Industry)
  • Professional Skill: Environmental Management System, Environmental Audit, Environmental Prevention & Protection, and Regulation Requirement
  • Language: Fluent in English and Bahasa Indonesia

3. HSE Field Coordinator

Serve as key contact for HSE issues assigned at field to ensure all stages of project are safely executed within time and budget with high quality as required by COMPANY. This includes HSE activities during installation up to start up newly built or modified facilities so that the risk to the people, environment, asset and or image will be as low as practicable.


General Accountabilities and Responsibilities:
Occupational Health and Safety:

  • Assume overall HSE initiatives and coordination for safe conduct of projects execution at offshore and onshore, FPU through inculcation of Company values as a working and living culture.  This includes enhancing compliance within the contractor, FPU with Company HSE Management Systems and Processes as identified from HSE Case, Golden Rules, Legislative requirements and advice processes that will enhance Incident and Injury-free operation. The incumbent is also to ensure that awareness of emergency procedures and response is well communicated to all project inmates and visitors
  • Facilitate / coordinate development and management of the project HSE Plans.
  • Facilitate project Leadership Team meetings including HSE gap assessment, facility assessments, and benchmarking, Leadership Personal Commitment and ensures gaps are closed, metrics are reported and plans
  • Coordinate project monthly HSE meetings, HSE training for project personnel, HSE aspects of bid evaluation for project, emergency response drills, emergency response training for project personnel
  • Demonstrates compliance within the FPU to the Company HSE Management Systems and processes as identified from HSE Case, Golden Rules and Legislative requirements.
  • Ensures that competent personnel are in positions where critical HSE tasks are carried out.
  • Serve functions as either leader or member of Incident Investigation team
  • Prepares, analyzes, interprets and reports HSE statistical data.
  • Provides HSE supervision, onsite consultation and auditing to work sites.

Process Safety Interaction:

  • Participate in review process design provided by engineering contractor in terms of safety and environmental care, ensuring it is in compliance with COMPANY Standards and the best engineering practices
  • Participate in HAZOP, HAZID and SIL sessions and risk assessment

Compliance & Audits:

  • Maintain visible presence in field to demonstrate HSE leadership and ensure HSE processes required during work execution is effective.
  • Ensures projects is fully compliance with Company HSE procedures/processes (i.e. compliance assurance, BBS, Golden Rules, CHESM, Environmental Protection, etc.) and all applicable government regulations and standards including PROPER rating/guideline
  • Organizes and coordinates HSE related visits/audits/reviews/assessment

Government / Partner / Industry Meetings & Reports:

  • Coordinate support from HSE for meetings between government agencies and projects.
  • Ensure messages communicated by the HSE group is consistent and aligned with project objectives.
  • Communicates HSE programs and metrics at Partners and Government meetings.

Metrics / Incidents:

  • Ensures project HSE metrics are tracked
  • Ensures project incidents are reported, investigated, lessons learned communicated and RCA action items are addressed

Environmental/Waste Management:

  • Ensure plans are in place to address all waste streams
  • Coordinate development of waste management plans with HSE group.
  • Ensure waste plans are in compliance with Government regulations and company standards
  • Coordinate audits to ensure compliance with waste management plans

HSE Responsibilities: 

HSE in all duties and activities/compliance enforcement with general HSE rules. Comply with requirements of the Safety, Health and Environmental laws of Indonesia and to obey the corporate policy of Company Indonesia on Safety, Health and Environment, and to practice Company Indonesia Safety Systems.


Qualifications & Experiences:

  • Education: Bachelor degree in Engineering or relevant degree in HSE
  • Professional Qualification: Minimum 10 years of experience in the Oil & Gas Industry in both onshore and/or offshore facilities
  • Language: Fluent in English and Bahasa Indonesia

Required Competencies: 

  • Broad knowledge of HSE and Risk Management in the upstream business
  • Expert knowledge of legislative and regulatory requirements, HSE management systems and industrial HSE standards
  • Familiar with local/international industry regulations/codes/standards relating to the oil and gas industry
